この研究では、鳥取県を事例として、一方でその地域社会の権力にあずかる人々(彼らをここでは「地域エリート」と称することにする)がどのような社会的背景をもっているのか、またとりわけ政治的権力へのアクセスがいかなる事情にあるのかをアンケートによって調査した。また、他方で地域エリートの歴史的変遷を知るための文献資料などを収集した。ここで地域エリートとして選定した『鳥取県人名事典』に記載された政治家や県の公職者を除く財界人・文化人など、またこれとは別に県と市町村の教育委員・小中高の校長・県と市町村の課長級以上の役職者ならびに農業委員など合計2700名余りのうち(なお、当然地方政治家を入れるべきであるが、この調査に先立って鳥取県を含めた別の地方政治家調査が行なわれたため、ここでは対象から外した)、アンケートに回答を寄せた1500名についてみると、彼らと父親の学歴・職歴・各種団体での活動歴などといった社会的背景には、やはり一般に指摘されているような高学歴で専門的な職業につき、各種団体で幅広く活動しているといった傾向が示された。しかも、彼らの政治権力へのアクセスの一ステップと考えられる生活上のさまざまな問題解決に政治家がどのようにかゝわっているのか、また近親者に政治家がいたり、現在もいるのか・候補者から選挙へ協力依頼を受けているのかといったことについても、ある程度極立った特徴のあることが分った。もちろん、これらの結果は他に比較できるデータがあって始めて鳥取県といった地域社会の特質を把握できるのであり、そのため、今後より広範な地域での比較調査を計画している。さらに、地方政治家調査のデータを利用することによって、ここで集められたデータと共に、それらをより詳細に分析すると同時に鳥取県における権力構造の歴史的な変遷過程を文献資料によって裏付けていく予定である。
