项目摘要

本研究では、主に近年中国において多数刊行されている地方レベル(特に省・県・郷レベル)の統計書、調査報告、雑誌、新聞記事などの活用により、沿海地域の農村工業が発展している地域における農家の兼業現象に焦点を当て、その現状、問題点などについて分析を行った。現在中国農村の経済改革の主要な政策である農村工業化はすでに沿海地区で一定の発展を遂げ、この地域の農村経済の主要部門はすでに農業から工業へ移動している。これに従い多くの農民が工業に就業したが、中国の特殊事情として農民の飯米は企業就業後も自給しなければならず、依然として農地耕作権を保有し続ける、いわゆる「兼業」現象が深化している。しかし、この兼業は過重就業を必然化し、相対的に収益性の劣る農業の空洞化問題をひきおこしつつあり、今後中国農村に工業化が進展するに従い、農業の発展に大きな影響を及ぼすものと考えられる。申請者はこの実態を明らかにするため、すでに江蘇省、山東省、広東省で農村調査を実施し、その実態について拙著『現代中国における農村工業化の展開』(筑波書房、1993年)に発表した。また5年度はこの問題をさらに深めるため、全国レベルでの兼業現象の実態を把握し、その現状と問題点を明らかにするため、前述の事例研究の成果をとりまとめ、兼業形態の地域比較を実施した。この作業により、江蘇省南部地域では農村工業化の進展とともに兼業が深化する実態、さらに華南地域においては、むしろ近年の食糧の強制作付けの軽減から農業自体が急速に縮小しつつある実態などが明らかになった。今後も文献分析を継続的に行い、兼業の実態と問題点を総合的に究明していきたいと考える。

This study mainly focuses on the analysis of the focus, current situation and problems of rural industry development in coastal areas of China in recent years, including statistical books, survey reports, journals and news reports published in most of the provinces. At present, the main policies of China's rural economic reform include rural industrialization, certain development in coastal areas, and major sectors of rural economy in these regions. The phenomenon of "part-time employment" is deepening in China, where many farmers are employed in industry and China is a special case. The problem of excessive part-time employment is inevitable, and the corresponding problem of poor profitability and hollowing out of agriculture is inevitable. In the future, industrialization in China's rural areas will progress, and the development of agriculture will have a great impact on the development of agriculture. The applicant submitted a report on the implementation of rural survey in Jiangsu Province, Shandong Province and Guangdong Province entitled "Development of Rural Industrialization in Modern China"(Tsukuba Study, 1993). 5 years ago, the problem of part-time employment in the country was solved.
