项目摘要

本研究では、プロジェクト・アイデンティフィケーションあるいはプロジェクト・ファインディングと総称されるプロジェクト形成の方法論について問題を明確化し、適切なプロジェクトを選定していくプロセスを、システマティックに行う方法を確立することを目的とした。その具体的な枠組みは、プロジェクト形成のプロセスの各段階を、プロジェクト発想法・構成法・診断法の各手法に割り当て、計算機を用いてシステムとして統合する方法の開発を試みた。1.プロジェクトの発想法・構成法の開発(1)プロジェクトの発想法・構成法としてのISM法・AIDAを取り上げ、プロジェクトを構成する要素をアルゴリズム的に階層化、集約化し、グラフ論理的に表現する方法について検討した。(2)プロジェクト要素と地域およびその地域で入手可能なプロジェクト要素を特定化する統計とを関連づける関連表を作成し、グラフ論理的手法によって地域とプロジェクトとの結び付きの強さおよび必要な統計データの関連を表現する手法を開発した。(3)鉄道や道路などの交通施設の必要性を表現する地域関連リンク強度表を、グラフ理論における中心度関数の概念を応用した手法を用いて作成する手法を開発した。プロジェクト診断法の開発プロジェクト・カルテを前述した項目、すなわち、(1)プロジェクトの内容、(2)推進条件、(3)プロジェクトの条件、(4)実行条件、(5)不確実性について、その細分類で評価するための簡便なグラフ的手法、評点法を開発した。用地収得や利害対立のある参加者があるプロジェクトの問題解決のため、協力ゲームを用いた利害調整法を開発した。マニュアル化(1)手法の効率的運用を図るために、プロジェクト構成法と診断法をコンピュータ化し、結果についてもグラフィック表現できるプログラムを開発したが、まだ、不完全な段階にある。手法全体のマニュアル化については、完成するまでには至らなかった。

This study aims to clarify the methodological problems in the formation of the media, and establish the appropriate methods for the selection and operation of media. The specific components include the analysis of each stage of the platform formation, the separation of various methods of platform development ideas, composition methods, and diagnostic methods, and the development of integrated methods for computer use. 1. (1) The application of the effectiveness of the technique, the composition method, the diagnostic method, the analysis method, the result, the performance of the technique, the development of the technique, the incomplete stage. The whole technique is to complete the process.
