项目摘要

本研究は、防災投資事業をリスク下の経済システムにおけるプロジェクトの実施ととらえ、その評価に費用便益分析を適用するという研究目的で以下のような研究成果を得た。(1)経済学の分野における不確実性下の便益定義とその計測方法に関するサーベイと整理を行い、最も望ましい定義は、いわゆる等価的偏差にもとづくfair bet priceであり、その計測も、人々の行動を観察することにより、計測可能であることを示した。特に、従来最も望ましい定義といわれてきたいわゆるオプション価格は、保険を導入すると不均衡に落ちるために望ましいとは言えないことを指摘した。(2)便益計測には、災害時の人々および企業の行動をモデル化する必要があり、震災時、洪水時と対象として、その被害と対応行動をモデル化し、その実証を行った。特に、災害時には、道路や港湾などの被災による経済活動に与える被害が甚大であることを指摘し、これらのインフラの防災強度を一般の施設よりも強化する必要があることを指摘した。(3)洪水対策事業を例に取り、それが対象地域の住宅立地を促進させるという土地利用の高度化による便益が、過去の研究では計測されていない点を指摘し、不確実性下の立地均衡モデルも用いて計測可能であることを示し、実際にその便益を推定して実用性があることを示した。なお、ここでは、実証的に様々な便益の定義に基づく値を計算し、その間には、無視できない値の差があることを示した。また、すでに実用的によく適用される地価に変化に基づく計測も必ずしも近似値を与えるとは限らないことを示し、その危険性も指摘した。(4)災害脆弱地区の都市整備便益を主体的便益項目別に便益帰着構成表の形で整理し、その個別計測法を示した。さらに、保険の有無がその便益値に大きな影響を及ぼすことを指摘した。
