本研究では、伝統的費用便益分析を拡張することによって、環境政策の総合評価手法に関する考察を行った。その結果を要約すると次のとおりである。(1)世帯の効用の変化分を貨幣タ-ムで計測した純便益の定義としては、提案されているものの中では等価的偏差が最善であることを示した。(2)環境政策の効果を、直接効果、波及効果、外部効果という概念で捉え、それらの効果は市場メカニズムを通じて、すべて社会を構成する世帯の効用変化として帰着する見方を提案した。(3)波及効果を含む広義の利用者便益は、投資対象となったプロジェクトの産出物に対する需要曲線に着目することによって計算可能であることを示した。(4)環境政策の社会的純便益は、広義の利用者便益、外部便益、供給者便益の合計から投資額と計上されていない維持管理費用を差し引いたものである。(5)社会的純便益は、地価上昇として地主に移転、帰着する。そのメカニズムを一覧表に示す帰着便益連関表を提案した。以上は本研究の主な結論であるが、次のような課題が残されている。(1)等価的偏差による便益の定義は、完全無欠ではない。社会的効率性と必要十分であり、かつ、計測の簡便な定義を考究する必要がある。(2)本研究の考え方は、すべて時間軸を無視した静学である。動学化したときにも、同じ結論が得られるかどうかを吟味する必要がある。(3)質変化の便益計測の基本的考え方は述べたが、具体的に計測するにあたっては、第1に、対象とする質変化が市場メカニズムで決定されるものであるか否かの判別方法の確立、第2に、等価な価格変化分をいかに計測するかという実用上の手法を開発する必要がある。
