项目摘要

国際社会の決定手続きは、実現可能な選択肢に関する各国の選好や態度を表明させ、それらを集約するもの、と一般的には捉えることができる。本研究は、以下のケースで次のi)とii)を行う。i)戦略的行動を抑止しかつ他の望ましい条件を満たす決定手続きを考案する。ii)得られた決定手続き、またはそれを含むあるクラスの手続きしか望ましい諸条件を満たせないことを数理的に証明する。1.公共財のみを考慮するケース資源制約の下で、戦略的行動を抑止し、かつ非常に弱い効率性に関する条件を満たす決定手続きは、Voting by Committeesと呼ばれるクラスの決定手続きだけであることを証明した。詳細はJournal of Economic TheoryとJapanese Economic Reviewに掲載予定である。2.私的財のみを考慮するケース Uniform Ruleとよばれる資源配分ルールを二財の場合に拡張した。またそのルールが望ましい諸条件を満たすのは、選好がsingle-peakednessに類似する場合だけであることを証明した。この結果は、Econometric Sciety 7th World Congressにて発表した。96年度は、これらの結果をさらに多数財の場合に拡張することを計画している。3.公共財と私的財を考慮するケース Non-Bossinessという条件下で、戦略的行動を抑止しさらに個人合理的など他のいくつかの望ましい条件を満たす決定手続きでは、費用負担スケジュールが前もって決められ、最小需要原理により公共財生産量が決められなければならないことを証明した。この結果は、Economic Theoryに掲載予定である。NON-Bossinessをsymmetryという平等性の条件に置き換えても、同様の結果が得られることも証明した。

The decision of the international community is now possible, and it is possible for countries to choose their own attitude towards the issue.
