国際社会の決定手続きは、実現可能な選択肢に関する各国の選好や態度を表明させ、それらを集約するもの、と一般的には捉えることができる。本研究は、以下のケースで次のi)とii)を行う。i)戦略的行動を抑止しかつ他の望ましい条件を満たす決定手続きを考案する。ii)得られた決定手続き、またはそれを含むあるクラスの手続きしか望ましい諸条件を満たせないことを数理的に証明する。1.公共財のみを考慮するケース 資源制約の下で、戦略的行動を抑止し、かつ非常に弱い効率性に関する条件を満たす決定手続きは、Voting by Committeesと呼ばれるクラスの決定手続きだけであることを、社会的選択肢の集合が連続的な場合について証明した。公共財が一つしか存在しないとき、望ましい性質を持つ資源配分ルールが存在するのは、選好がsingle-peakednessに類似する場合だけであることを証明した。2.私的財のみを考慮するケース Uniform Ruleなど望ましい性質を持つ資源配分ルールが存在するのは、選好がsingle-peakednessに類似する場合だけであることを証明した。この結果は、Journal of Economic Theoryに掲載予定である。3.公共財と私的財を考慮するケース Non-Bossinessという条件下で、戦略的行動を抑止しさらに個人合理性など他のいくつかの望ましい条件を満たす決定手続きでは、費用負担スケジュールが前もって決められ、最小需要原理により公共財生産量が決められなければならないことを証明した(Economic Theoryに掲載)。Non-Bossinessをsymmetryという平等性の条件に置き換えても、同様の結果が得られることも証明した。
