项目摘要

雪崩危険地を多く抱える市町村に残る、地名、言い伝え、伝説、災害体験記録、慰霊碑、山林禁伐の掟など雪崩の災害文化に関しての調査研究を行った結果、平成11年度には次のような知見が得られた。江戸時代から、山林の乱伐によって集落が雪崩に襲われ被害を受けたために、集落背後の森林の伐採を厳しく禁じてきた歴史が各地に残されている。そのような災害文化も長年月経って風化してしまうと禁伐林が伐採され、そのため集落雪崩災害が再び発生していることがわかった。禁伐林の歴史は、雪崩災害発生防止には森林が有効であり、その保存・管理が大切なこと、それを忘れて伐採するといつか雪崩災害が発生することを伝えている。かって雪崩災害で多数の犠牲者が出た日を忌み日として精進したり、その日に犠牲者を弔う「講」を行ったりする行事が各地にあることがわかった。また雪崩に襲われても助かるという謂われから旧暦の11月晦日・12月朔日に団子や餅を食べる年中行事を行っている所があることもわかった。これらの行事の時期は雪崩の危険性が考えられる頃で、昔の人はこうした行事を通して雪崩を意識し警戒を喚起したものと考えられる。雪崩にまつわる伝説も各地に数多く残されており、雪崩の発生場所、雪崩埋没時の対処法、表層雪崩の恐ろしさなどを伝承している。実在の雪崩災害の話に誇張やフィクションを交えて作られたこれらの伝説は、単なる雪崩災害の事実だけよりも興味を引くため代々語り継がれ、人々の災害意識を高めてきたものと考えられる。現代では地域社会が大きく変容し、過去の貴重な災害文化が忘れ去られようとしている。本研究でも、すでに文献上でしか把握できない災害文化も多いことがわかった。こうした雪崩の災害文化を、本研究によって可能なかぎり収集し現状を把握できた意義は大きい。今後は雪崩の災害文化の体系化をさらに進め、雪崩防災・減災のための基礎的情報として活用したいと考えている。
