项目摘要

河川制度の改正では新たな河川行政の命題の1つに"川と地域の関係の再構築と連"というテーマが位置づけられ、河川管理に流域の市民の参加と連携を推進していくことが求められている。これらの背景から今後、人と川との関わりを再構築していくためには、流域および地域の自然、風土、社会の実情を如何に今後の川づくりや流域管理に反映していくのかという手法の開発(地域河川学)が必要となってきている。そこで本研究では、流域の地形的特徴や社会特性、自然環境、風土等の特性把握およびそれらの法則性について分析するとともに、流域住民の意識、市民活動等の実態調査を行い、流域特性を考慮した新しい地域河川学の構築を試みることを目的としている。本年度は研究の最終年に当たり、従来実施した千代川流域に加え,新たに天神川流域を対象として地形、社会、自然、風土などの諸データを集計すると共に、住民意識の関心度アンケート調査を実施した.最終的に,流域の異なる2河川の調査結果を比較することによって,流域特性と住民意識の関係について検討したが,対象とした2流域が結果的に比較的似通った流域であったために,十分な検討が出来なかった.しかしながら,流域特性を河川の位数分布によってある程度表すことが出来ること,この位数分布と河川特性や人口等の社会・文化特性とは関連性が高いこと,ならびにある程度流域特性が同じであれば河川に対する住民意識は同様な傾向を示すこと等を明かにした.
