项目摘要

平成11年9月から10月にかけて、産学連携の現状と課題に関して、全国の国公私立大学の教員2,500人、276大学事務局、企業4,000社を対象に、初の全国調査を実施した。また、同じ時期に、茨城県商工労働部と合同で、県内企業1,000社の調査も実施した。また、今年度は、筑波大学の研究・技術シーズの技術評価を実施し、それをもとに実際に企業への移転を試み、さらに茨城県内の技術士や企業技術者OBなどを対象とした、技術移転方式に関するアンケート調査を実施した。その結果、産学連携や技術移転を促進するための優先度の高い施策として、以下の三つが浮かび上がってきた。1 大学教員が産学連携に積極的に取り組むためにインセンティブを付与する仕組みの導入、2 大学の研究資源と企業の技術上の課題を結びつけるための情報流通システムの整備、3 大学の研究・技術シーズを企業に移転するためのキャンパス・インキュベーション施設の設置。現状の問題点を簡潔に整理すると、産学連携に関するシステム、ことに情報流通システムは徐々に整備され始めてきているが、大学教員の意識改革が立ち遅れているといえる。これは、大学内において、教員に産学連携に関してインセンティブを与える仕組みがまだ整備されていない状態にあるためである。また、現状では、国公私立大学を通じて、キャンパス・インキュベーション施設の整備は著しく遅れている。以上のような問題点を解決していくためには、大学自身が産学連携や技術移転を最優先の課題として取り組むとともに、産業上有用な発明を行うことが教員の業績としてカウントされるような仕組みを整備すること、全国の大学にキャンパス・インキュベーション施設を整備していくこと、大学の研究・技術シーズと企業の技術ニーズをマッチングさせるシステムの整備を支援することなどを優先課題として、国の産学連携施策が推進されていく必要がある。
