沖縄における村落祭祀の変化と軍用地問題に関する民俗学的研究

项目摘要

本研究実績報告は、平成14年4月1日から平成14年12月31日までのものである。最終年次であるため、これまでの調査研究を踏まえて要点を報告する。今年度は、沖縄県渡名喜村、那覇市、竹富町、知念村などで実地調査を行なった。また、沖縄県庁、県立図書館、公文書館、沖縄国際大学などで文献資料の収集を行なった。調査は、村落祭祀、生業の変化、軍用地問題、補助金を利用した島おこし事業などを主題にして行なった。聞き取りは、同村出身で村落祭祀のたびに帰省する女性の祭祀担当者などを対象にして行なった。また、近年の村落祭祀の変化をみるため、知念村久高で「八月祭」の参与観察を行なった。さらに、伝統的集落景観を利用した島おこし事業の比較検討のため、竹富町竹富の調査も行なった。当初掲げた二つの研究目的に対して、聞き取り、及び文献資料の分析から、主に以下の点が指摘できる。(1)軍用地料の収入と地域の経済への影響について。渡名喜村では、軍事訓練場となっている隣接する入砂島に対して村役場に、さらに漁協の組合員に漁業保証金が支払われている。これらの金額は、沖縄県全体の軍用地に関する保証金の割合からみると大きな数字ではないが、公共施設の整備、島おこし事業の重要な財源となっている。漁業補償も、高齢化が進み、大きな産業のない同地では重要な生活費である。村の経済を維持する上で軍用地関連の保証金は欠かせないものであるが、保証額が莫大なものでないこと、直接的な基地被害が少ないこと、さらに訓練自体が減少していること、それによって生活している者がいることなどから、矛盾は感じつつも表立った基地返還運動は展開されていない。(2)聖地が軍事訓練場の一部となったことに関する村落祭祀の変化と人々の意識の在り方の変化について。聖地である入砂島は、軍事訓練場となっているため、通常立入ることが不可能である。それにより、一部の村落祭祀が渡名喜島の港から、入砂島を遥拝するように変容している。ただし、全体の村落祭祀を執り行なう司祭者のなかでも、入砂島の祭祀を担当する者は限定的であること、入砂島に渡る必要のある村落祭祀が少ないことにより、宗教的問題は全体化されていない。入砂島は、多くの人々に聖地として知られており、「シマノーシ」という、2年に一度、来訪神を迎え・送る村落祭祀をみる限りにおいても、渡名喜島と対にあることがわかる。しかし、戦後、生活の場でなくなって長い時間がたつこと、祭祀担当者が専門化していることもあり、具体的な宗教的意味は必ずしも明確に共有されていない。渡名喜村では、聖地である入砂島が軍事訓練場としてアメリカ軍に使用されているのに関わらず、沖縄県の基地のある他の地域のように、大きな反対運動が展開されていない。渡名喜村においては、村の基地経済への依存、保証金を受け取る人とそうでない人がいること、聖地が射爆演習場として使用されること、といった矛盾が表出することは多くはない。共同体がそれ自体を安定的に維持するために、これらの問題点が表出することは抑制されているのである。沖縄県の抱える基地問題は、必ずしも政治的文脈でのみ語られるものではない。生活者の視点から、村落祭祀と軍用地問題を考えると、伝統的宗教意識と現代的基地問題は、ある場面では対立するが、ある場面では交錯したままとなり、そして経済や政治といった他の側面とバランスを取りながら、矛盾を最低限抱えたまま潜在化していくのだといえよう。
