The research results during the period consist of four groups of comparative studies. The attacked report includes both these results and the articles published during the period.(1) I analyzed basic concepts adopted by the control of mega-mergers: market power, coordinated effects, unilateral effects, dominance, collective dominance and so on. And I analyzed both decisions of US Department of Justice and EC Commission on the merger between GE and Honeywell.(2) It became apparent that there are differences in some points between US and European approaches against mega-mergers, and that causes may lie in the interpretation of the concepts "dominance" and "SCL" ("significantly lessen competition" test), in the a concepts of "short-term" and "long-term" by evaluating the effects to competition. Thereafter, I analyzed some mega-merger cases in Japan, especially in the fields of banking and insurance.(3) I advocated some amendments of Japanese Antimonopoly Act. I attended study groups held in JFTC, and I recommended amendments of Section 9, 9-2 and 11 of the Antimonopoly Act. I made public comments to the draft report of the METI on the smoothing of the JFTC's merger review procedure. These comments are based on the above-mentioned research results.(4) I applied the research results to another fields of competition law and, furthermore, to another fields of laws. That is, I published an article on the leniency program in the US Antitrust Laws, and I was invited to a symposium on safeguard held by Japan Association of International Economic Law and commented on safeguard from the perspective of competition policy.

期间的研究成果包括四组比较研究。被攻击的报告包括这些结果和在此期间发表的文章。(1)分析了控制大型并购所采用的基本概念：市场力、协调效应、单边效应、支配地位、集体支配地位等。并分析了美国司法部和欧盟委员会关于通用电气和霍尼韦尔合并的决定。(2)很明显，美国和欧洲反对大型合并的方法在某些方面存在差异，原因可能在于对“支配地位”和“SCL”(显著减少竞争)这两个概念的解释，通过评估对竞争的影响来确定“短期”和“长期”的概念。之后，笔者对日本的一些大型并购案例进行了分析，特别是在银行和保险领域。(3)倡导对日本反垄断法进行一些修改。我参加了在JFTC举行的学习小组，并建议修改《反垄断法》第9、9-2和11条。我对经济产业省关于JFTC合并审查程序畅通的报告草稿发表了公开评论。这些评论是基于上述研究成果。(4)将研究成果应用于竞争法的另一个领域，进而应用到另一个法律领域。也就是说，我发表了一篇关于美国反垄断法中的宽大程序的文章，并应邀参加了日本国际经济法协会举办的保障措施研讨会，从竞争政策的角度对保障措施进行了评论。
