The topics of my proposed study is aim at securing the right to education and taking comparative policy research on decentralization / choice in educational governance in Japan, the United States and Australia.Targets and places which I took up for my research, were School Based Decision Making in Kentucky (US), Choice in Catholic School and Government School in Victoria and New South Wales (Australia), school reform plan in some Japanese local educational boards.Policies and legal changes in school governance of Kentucky and Australia are taken consideration in legal forms of the right to education, as the measures such as parents' participation and private choice are varied in each area. In contrast with two foreign countries, policy and choice plan in Japan have been less legalized and lack of the legal base.

本文以保障受教育权为研究对象，对日本、美国和澳大利亚教育治理中的分权/选择进行比较研究，研究对象和地点分别为美国肯塔基州的校本决策、维多利亚州和新南威尔士州的天主教学校和公立学校的选择（澳大利亚）、日本一些地方教育委员会的学校改革计划，在受教育权的法律的形式中，考虑了肯塔基州和澳大利亚的学校治理政策和法律的变化，因为每个地区的家长参与和私人选择等措施都是不同的。与国外两个国家相比，日本的政策和选择方案法律化程度较低，缺乏法律的依据。
