项目摘要

2002年度のアメリカ政治学会で、日本政治学会との交流プログラムの一環として、「日本の両議院は異なるか?それは何故か?」と題する報告を行った(下記『レヴァイアサン』論文と同旨)。まず、全内閣提出法案の計量分析を通じて、日本の国会の両議院は審査回数などの意思表示機能においては同じで、実質修正などの立法機能については異なる。次いで各議院の審議活動水準を規定する要因を、衆議院審議、先議院審議、衆院先議法案審議に分け、それらが効果を持つ原因たる基層的要因を剔抉した。以上を踏まえ、参議院改革の処方箋(が必ずしも有効でないこと、憲法規定が両院間の差異を生むのでないことを明らかにした。また「参議院議員は衆議院議員よりもシニアか」と題する論稿を専門誌に投稿した(現在審査中)。ここで、シニアであるということを何らかの意味で経験を積み重ねていることであると捉えると、初当選時や各時点での議院平均の年齢については然り、知的専門職や在職年数については否、学歴についてはむしろ逆だ、というものである。任期が6年に固定されている点は、確かに議員の在職年数を長くすることに貢献した。しかし全国区や比例区、あるいは被選挙権を30歳以上とした点は、全く効果がなかった。むしろ影響力が大きかったのは、制度よりもその政治的運用であった。この他、「政府法案の提出--歴史的経緯・国際比較・時系列分析--」という口頭報告を、東京大学、北海道大学、学習院大学、同志社大学において行い、現在執筆中である。政府法案の提出について、第1に、現行手続きを定めた1961年の閣議申合が形成されるに至るまでの歴史的過程を公文書を用いて明らかにし、第2に、政府提出法案数を決める要因が、社会経済的要因ではなく政治的要因であることを、58ヶ国のデータを構築した比較分析と、戦後日本の時系列分析によって示した。
