项目摘要

本年度は前年度に引き続き、中東欧諸国で移行期に形成された金融システムについて、金融システムの全体的な枠組みの特徴と、各国の銀行部門における政策と銀行部門構造の形成についての比較研究を行い、その各国経済への影響について検討した。主要対象国は、ハンガリー、チェコ、ポーランドの3カ国である。移行諸国に出現した金融システムの型については、銀行部門を相対的に重要とする見方が強いが、資本市場の規模が急速に拡大している国もある。また外国からの直接投資の形で流入する資金が相当額に上り、経済成長に大きな影響を与えている。また今回は金融環境については詳しい分析には至らなかった。また移行初期に各国で経路依存的に形成されてきた多様な金融システム構造が、近年は収斂しつつあることが報告されている。特に外国資本銀行の勢力拡大という新たな特徴に注目し、この原因について検討した結果、各国政府が社会主義期の特徴を残した旧国有銀行を、最終的に外国銀行の傘下とすることにより、西側で通常いわれるような意味での「銀行」へと転換しようとしたこと、その背景として、EU加盟を目指す中でEUの基準・競争への適応を迫られたこと、またEU拡大を睨んだ外国銀行の戦略がそれを補完したことが明らかとなった。このような中東欧諸国の金融システムをどう評価するかについては、西側の論理からいえば、安定化・改善へと向かっているといえる。しかし外国銀行による銀行部門の支配は、スティグリッツが著書の中で指摘しているように、中小企業向け融資の減少につながり、長期的に経済発展に負の要因となることも考えられる。また西側の意味での「銀行」への転換は、市場経済化の達成には重要であるが、移行諸国の目指すべき目標がより大きな社会的な目標にあると考えると、資本主義社会全体の中での銀行部門の役割について今一度考えなおす必要がある。これらの検討を今後の課題としたい。
