本年度の研究では,前年度の文献調査および訪問調査を素材として,総合児童支援政策の機能と課題に関する理論的・実証的分析検討に取り組んだ。昨年度に集中的に行った米国に関する分析と比較検討する形で英国とわが国の動向に焦点を当てている。英国では,中央政府の主導によって社会的排除対策本部(Social Exclusion Unit)が設置されて,社会的包含政策(Social Inclusion Policy)が積極的に推進される中で,教育・福祉・労働,さらには住宅分野を含んだ政策連携が展開してきた。そのなかで,昨今,話題となっている若年不就業者への対応が模索されており,わが国の政策にも影響を与えつつある。しかし英国での分析・検証の結果として,地域の主体的政策連携と中央での連携の困難さのギャップ,社会的起業(social entrepreneurship)の重要性と財源の競合性の矛盾,社会的問題に対する教育の非対応性などの問題が指摘されていることが明らかになった。日本では,地方政府においてA県での「チャイルドケアシステム」など部局横断的な担当組織を設ける動きが生まれつつある。これらの取り組みでは従来以上に家庭・学校・地域の連携を促し,児童生徒の健全育成のためにまず大人のあり方を見直すなどの新たな要素が盛り込まれる反面,問題行動への対応の側面,すなわち治安的側面が強い傾向もあり,米国のような諸個人のニーズと潜在能力に応じた能力開発や自己実現,学校改善と地域発展の連動などの視点については,今後,十分に再検討と実践を重ねることが求められる。以上の諸点を中心として,学会における研究成果発表(日本教育制度学会,関西教育行政学会など)および学術論文の発表・投稿を行っている。
