The main object of this research clarifies the characteristics of neighborhood community and popular movement form 1910s to 1940 in Japan.During this period, rapid urbanization and industrialization had transformed the social and spatial structures of the city. In this process, neighborhood community had different functions and meanings for administrative offices, local populace, and political party.Administrative offices mobilized it to control the populace and maintain the social order of urban society. They recognized the importance of controlling daily face-to-face relationships among local residents to foster their place identity and stabilize urban society. So they projected to invent 'imagined community' in the city.But, this community became the base of popular movement, too. Local residents took participate in the political activities by it to improve their living conditions.Political parties and groups tried to make neighborhood community into their political supports. But these interventions brought the confusion in community.A lot of researchers have seen neighborhood community as pre-modern, regressive, exclusive. But this research shows that it had various aspects in modern urban society. We need to reconsider the role and meaning of this type of community.

本研究的主要对象是1910 - 1940年日本的邻里社区和民众运动的特点。在这一时期，快速的城市化和工业化改变了城市的社会和空间结构。在这一过程中，邻里社区对于官府、地方民众和政党具有不同的功能和意义，官府动员邻里社区控制民众，维护城市社会的社会秩序。他们认识到控制当地居民之间的日常面对面关系对培养他们的地方认同感和稳定城市社会的重要性。于是，他们计划在城市中创造“想象的社区”，但这个社区也成了民众运动的基础。社区居民通过社区参与政治活动，改善生活条件，政党团体努力将社区作为自己的政治依托。但这些干预措施给社区带来了困惑，许多研究者将邻里社区视为前现代的、倒退的、排他的社区。但这项研究表明，在现代城市社会中，它具有多方面的特点。我们需要重新考虑这种社区的作用和意义。
