项目摘要

2005年12月から2006年1月にかけて平取町民を対象として実施したアンケート調査の集計を統計的に分析し、「二風谷ダム判決」および「アイヌ文化振興法」に関する町民の意識を検証した。その結果、(1)二風谷ダム判決には住民の一定の支持があること、(2)同判決およびアイヌ文化振興法に対する和人とアイヌ民族の意識には統計的に有意な差があることが判明した。2006年4月から11月にかけては、北海道内でアイヌ観光の盛んな地域(白老町、釧路市阿寒湖温泉等)を訪問し聞き取り調査を行った。その後、2006年12月から2007年2月にかけて、北海道の4地域(旭川市、釧路市、白老町、新ひだか町)の住民を対象として、アイヌ文化振興法に関する意識調査を実施し、その集計結果を、民族、地或、男女、年齢の観点から統計的に分析した。その結果、(3)振興法への認知度および同法でのアイヌ民族の位置づけに対する態度がアイヌ民族と和人では異なること、(4)アイヌ文化に対する意識については地域差が顕著であることなどが判明した。とりわけ(3)については、アイヌ文化に触れたことがあるか否か、アイヌ文化振興法の認知度、アイヌ民族の先住性が法律に明記されていないことへの賛否、二風谷ダム判決への賛否の4点について、和人・アイヌ民族によって質問項目に対する回答パターンが異なっており、統計的な有意差が認められた。その中でも、振興法にアイヌ民族の先住性が明記されていないことに関しては、アイヌ民族の方が否定的な考えを持ち不満を抱いていることが明らかになった。(4)の地域差に関する考察では、白老町民のアイヌ文化に対する意識が高いことが判明した。
