日本の医薬品産業において、共同研究開発が形成される条件、およびその成否を分ける要因について、個別の開発プロジェクトレベルのデータを用いて、計量経済学的な分析を行った。より具体的には、その開発プロジェクトが晒される競争環境や、共同開発を行う企業間の競争的な関係、および技術的な関係を中心に、それらがもたらす効果について探っている。分析の結果、まず他企業が同じ薬効分野で開発に成功すると、共同研究開発が行われやすくなるということが示された。ライバルとなる企業の成功を受けて、開発の速度を上げる手段として、共同開発が用いられていることが示唆される。また、製品分野が重なる企業と共同開発を行うと、その成功確率は有意に上昇するという結果も得られた。製品分野の重複は、共同開発のパートナー間で製品市場における競争が激しいことを意味する一方、製品販売に必要な資源を共有できるメリットもあり、少なくとも日本の医薬品産業においては、後者が前者を上回る効果を持っていると考えられる。さらにパートナー間の技術的な関係については、開発メニューが似通っている企業同士による共同開発の方が高い成功確率を持ち、パートナーが他企業とも共同関係にある場合には成功確率が低下するという結果になった。理論的には、共同研究開発とは企業間で技術情報を共有し、研究開発の持つ外部性を内部化する役割を持つものだと考えられる。他方、このことは自分の技術情報が他者に流出する危険を持つということも意味する。技術情報を共有する効果は研究開発への努力水準を高め、技術情報の流出に対する懸念はその逆の効果を持つ。そのように努力水準が変わる結果、成功確率も変化すると考えられる。本研究は、既存研究にない詳細なレベルのデータを用いて、こうした点を実証的に示したものといえる。
