1.初年度に収集した、少数ながら現存する水害予防組合への聞き取り等による資料を整理し分析し、その存続が、必ずしも住民の〈水防〉への意識に根ざすものではなく、実質的には〈治水〉と〈水防〉との乖離と評される戦後日本の河川治水のあり方の延長線上にあることを示した。2.他方で、水害リスクへの認識を保持し続けようとする試みとして、(1)北海道南幌町で、数十年間続けられている「治水感謝祭」の取組について資料を収集し、ヒアリングを行った。ここではこれらの行事を通じて、過去の大規模な水害と治水の努力についての集合的記憶を構築し水害リスクを常時意識化しようとしている。(2)これと類似した事例として、大分市の大野川と乙津川の中州に位置する高田輪中に赴き、過去の激しい水害の経験を伝承しそれをまちづくりに生かそうとする取組について資料収集した。また、安全・安心のまちづくりを水害や防犯までを含めて総合的に進めるモデルケースとして、3.先進的な「春日井市安全なまちづくり協議会」の取組についてもヒアリングと資料収集を行ったが、これは現在、行政主導型の組織構成へと変化せざるをえない転換期にあり両義的な状況にある。また、4.本研究を補完する、防災教育に関わる実践として、津波災害が危惧される道東の釧路市、かつて水害に苦しんだ経験をもつ札幌市白石区等において、学生や地域住民ともにDIGと呼ばれる災害図上訓練やフィールドワークを行い、また地域住民を対象に社会学的な視角から自主防災組織に関わる講演を行った。5.理論的には、社会学的リスク研究の動向について、リスクと教育という観点も含めたより広い視野から、この方面に関心を有する研究者と討論する機会をもち、「再帰的な近代」へと移行しつつある現代社会を観察するパースペクティブとして、リスク社会論が有効でありその認識枠組みを彫琢してゆくべきことを、再確認した。

The trend of theoretical and sociological research is to discuss opportunities, reexamine modern society, and reexamine social theory.
