项目摘要

今年度の主要な活動は、地域産業において外国人労働力の受け入れが明瞭な地域での現地調査と、関連機関等での情報収集、ならびに成果発表である。特に今年度は、外国人研修生・技能実習生の受け入れが全国最多地域である愛知県と岐阜県、広島県で、多角的な調査を行った。具体的な内容は、次の通りである。1)愛知県では、輸送機械関連の研修生受け入れ状況を知るため、県庁の関連部署、愛知労働局、愛知県中小企業団体中央会にてヒアリングを行った。岐阜県では、繊維関連の研修生の状況を知るため、岐阜県庁の関連部署、外国人研修生受入協同組合にてヒアリング調査を実施するとともに、関連図書館で資料収集を行った。広島県では、水産関連の研修生の実情を把握するため、農水省関連機関や県庁、カキ養殖業が最も盛んな江田島市でヒアリングを行った。2)昨年度とは異なり、今回は組織レベルから外国人研修生の受け入れ企業ならびに研修生・実習生まで下向して、より詳細な調査を行った。岐阜県では、受け入れ企業と研修生双方へのヒアリングとともに、研修生側の実情を把握するため、研修生支援団体等でもヒアリング調査を実現した。広島県では、研修生自身を対象とするアンケート調査を実施した。以上を踏まえて、本年度は研究報告1件(地域産業における外国人労働力の構造化)ならびに学生との共同調査報告書1件(高知大学人文学部岩佐ゼミナール『カキ養殖業と中国人研修生』)を公表した他、これまでの調査の蓄積を踏まえて、近日中に論文数本を公表予定である。
