本研究の目的は、途上国農村に伝統的に存在する助け合いや調和、平等を重んじる共同体規範を貧困削減プログラムに活かす方法を探ることである。今年度は、特に、在来型金融組織をグループ貸付の対象とする意義と可能性について焦点を当て、調査・分析を実施した。調査は、さまざまな社会経済的発展段階にある村で行い、在来型金融組織の特徴が発展段階ごとにどのような変化するのか、という点に着目した分析に必要なデータを聞き取り調査で収集した。具体的には、最貧困層が在来型金融組織に参加できているのか、経済的な側面と社会的な側面の重要性は発展段階ごとに異なるか、発展段階の低い村の組織でも融資活動を運営する能力が備わっているか、どのような組織が外部資金などサポートを受けているか、といった点について分析を行った。その結果、在来型金融組織への参加率は極めて高く、最貧困層も排除されていないため、グループ融資の対象として望ましい性質があることがわかった。さらに、組織の経済的側面(貯蓄融資活動)は、発展段階が低い地域で特に重要であり、その運営能力を発展段階の高い地域と比較しても遜色ないにも関わらず、実際に外部資金を得る機会は発展段階が高い地域に多いことが明らかとなった。本研究は、特に発展段階の低い地域で既存の組織をグループ貸付の対象とすることを促進すべきである、といった新たな知見に基づく政策含意を提供しており、学術面のみならず開発の実践面にも貢献するものである。なお、研究代表者は、これらの成果を論文にまとめ国際学会で発表し、現在、国際誌に投稿中である。
