We studied the possibility of the system for changing old residence from view point of the area management, in order to corresponding the hollowing of suburban residential area. And we pointed out that the needs for the community action to sustain their area from the survey of the Main Street Program in USA.

本文从区域管理的角度探讨了旧住宅换新制度的可行性，以应对郊区住宅区空心化的问题。并通过对美国主要街道项目的调查，指出社区行动对维持其所在地区的必要性。
