This study is intended to clarify the strategy for achieving sustainable regional management of regional autonomy and power play can be adapted to the aging society and declining populations. In particular, the local government survey that focused on the development of community plans as part of regional revitalization efforts, we discussed the deployment process techniques and their community development plan leading to resolution of regional challenges.Community plan is not intended to mean a mere plan. It is intended to follow the process of learning by adequate and appropriate community participation, Human resource development, and such as optimizing the relationship between community and government. For community plan, external assistance and support from the government is very important. The final year of this study, we experienced the "The Great East Japan Earthquake", and I was studied in the way of practical reconstruction of town planning for the reconstruction of local communities to target the affected areas.

本研究旨在厘清实现区域可持续管理的策略，使区域自治和权力的发挥能够适应老龄化社会和人口的不断下降。特别是，地方政府的调查侧重于制定社区计划作为区域振兴努力的一部分，我们讨论了部署过程技术及其社区发展计划，以解决区域挑战。社区计划并不意味着仅仅是一个计划。它旨在通过充分和适当的社区参与、人力资源开发以及优化社区和政府之间的关系等来遵循学习的过程。对于社区规划来说，来自政府的外部援助和支持是非常重要的。本研究的最后一年，我们经历了“日本东部大地震”，笔者研究了以实际重建的方式进行城镇规划，以重建当地社区为目标的受灾地区。
