This study aimed to analyze the central-provincial relations of the PRC in order to review the governance system in China during Jiang Zemin era. Taking two political processes of fiscal system reforms in 1993 and 2001 as case studies, I analyzed the central-provincial relations based on a hypothesis that the Center succeeded to introduce reforms which is against the interests of provincial governments by taking advantage of its authority to shuffle personnel. I made at least two contributions; one is to accumulate the provincial personnel data and the other is to illuminate more fully the political process of the fiscal reform during the Jiang era.

本研究旨在通过分析中华人民共和国中央与省级关系，以回顾江泽民时代中国的国家治理体系。本文以1993年和2001年两次财政体制改革的政治过程为案例，基于中央利用职权进行人事调整，成功推行了不利于省级政府利益的改革这一假设，分析了中央与省级政府的关系。我的贡献至少有两点，一是积累了省级人事资料，二是更全面地阐明了江泽民时代财政改革的政治过程。
