It is known that the government has the role to facilitate working of the market, andthe failure causes not small losses recalling the big financial size of the government.It is thus important to explore the reasons and to restore the government’s role tocomplement the market. This research, based on the survey in the determination of mainpublic policies and by synthetic application of preceding analytical arguments, examinedthose reasons and sought ways through which the government effectively works to solveproblems in the present economy.

众所周知，政府在市场中起着促进作用，而政府的财政规模又很大，政府失灵会造成不小的损失，因此，探讨政府失灵的原因，恢复政府对市场的补充作用，具有重要的现实意义。本研究在对主要公共政策制定过程进行调查的基础上，综合运用前面的分析论点，探讨了这些原因，并寻求政府有效解决当前经济问题的途径。
