Japanese style of Long-term Care which we call Kaigo is very different from Nursing Care or Long-term care in the Western World. Japanese Kaigo Care has both advantages and disadvantages. Main advantages are that law creates new concept of Socialization of Care, and also produced many Kaigo care workers. New job market were setup based upon Public Long-term Care Insurance, Kaigo Hoken, which had started as a Social Insurance in the year 2000. Main disadvantages are that made very different from International concept of Care. We worry about sustainability of Public Long-term Care Insurance not only its huge budgetary deficit but also lack of care workers to provide care services. We have conducted questionnaire surveys and interviews to care workers in Nursing homes in Fukuoka. We identified so called 3K and low income hypothesis are not most important variables. Our suggestions are to improve job conditions for the care workers and will match international standards.

日本风格的长期护理（我们称之为 Kaigo）与西方世界的护理或长期护理有很大不同。日本Kaigo Care既有优点也有缺点。主要优点是法律创造了护理社会化的新概念，也产生了许多海乡护理人员。新的就业市场是在公共长期护理保险（Kaigo Hoken）的基础上建立的，该保险于 2000 年开始作为社会保险。主要缺点是与国际护理概念有很大不同。我们担心公共长期护理保险的可持续性，不仅是其巨大的预算赤字，而且还缺乏提供护理服务的护理人员。我们对福冈县疗养院的护理人员进行了问卷调查和访谈。我们发现所谓的 3K 和低收入假设并不是最重要的变量。我们的建议是改善护理人员的工作条件并符合国际标准。
