项目摘要
In Japan, the number of municipalities has decreased half by the merger policy. It seems that the merger policy has exerted various influences from the side of disaster prevention, for example, change of decision making process, change of structure of organization and expansion of city area. This study analyzes the process of disaster response and the influence by merger of municipalities as an example Great East-Japan Earthquake and flood in 2013. New Ishinomaki city was made one city and six towns merged in 2005, and suffered a great loss with Great East-Japan Earthquake in 2011.Tis study has pointed out the importane of clear of authority and role on crisis management of each branch and the head office.
在日本，由于合并政策，市町村数量减少了一半。看来，合并政策从防灾方面产生了多方面的影响，例如决策过程的改变、组织结构的改变以及城市面积的扩大等。本研究以2013年东日本大地震和洪水为例，分析了灾害应对过程和市町村合并的影响。2005年新石卷市实行一市六町合并，2011年东日本大地震遭受了巨大损失。该研究指出了各分公司和总公司危机管理中权限和角色明确的重要性。
