本年度は、新自由主義的改革以降の政策調整によって先進福祉国家において国家の役割が強化された側面に着目し、以下の観点から調整の背景にある政治的なメカニズムの解明に取り組んだ。第一に、雇用の不安定化とともに貧困の拡大が明白になり、社会統合を回復するために社会政策における国家の役割の強化が要請された。格差拡大に関する非難の矛先は国家に対して向けられ、政治的正統性を維持するためにも再度国家が政策に対する責任を引き受けることになった。また、1990年代後半以降、将来に向けた投資として社会支出に対して新たに積極的な意味づけが行われるようになったことにも着目した。第二に、サービスの質に対する要求の高まりによって、中央からコントロールを行う必要性が強まった。医療や介護の質の低下に対する住民の批判は国家に対して向けられるため、その規制役割は強化されこそすれ低下することは考え難い。実際、権限や財源の分権化が進むとしても、全国的なサービス標準の確立やその徹底のためのコントロールといった面で国家の規制役割が強化された。第三に、社会保障基金が自律性を有してきた国では費用抑制を実現するためにかえって国家介入が強化された。こうした動きは、公共支出に占める社会保障費の比重の増大や社会保険制度に占める税財源の拡大によって、国家が社会保障制度の管理をめぐる従来の権限の配分を問い直すようになり、労使の役割の相対化と国家のコントロールの強化が目指されたものと理解される。研究期間を通じて、本研究では1990年代以降の先進福祉国家の再編は単に国家の退場ではなく、給付・規制・中央地方関係において国家の役割の強化が観察されることを確認し、そうした傾向が生み出されたメカニズムを明らかにした。

This year, neoliberal reforms have led to policy adjustments and the strengthening of the state's economic structure. The following points have been made in the context of political adjustments. First, employment instability, poverty alleviation, social integration, recovery, social policy, and strengthening of the state's labor force. The difference between the two countries is that the country has to face the political legitimacy and the responsibility of the country. In the second half of the 1990s, investment in the future and social spending were positive. Second, the quality of the service is required to be high, and the central government is required to conduct the service. The quality of medical care is low, and the residents are critical of the state's efforts to improve it. In the meantime, the division of financial resources has been further strengthened, and the national standards have been established and the national regulations have been strengthened Third, the social protection fund has self-discipline, and the state has to restrain the expenses. The increase in the proportion of public expenditure in social protection fees, the increase in the proportion of tax revenue in the social protection system, the management of the state social protection system, the direct distribution of income, the correlation of service and the strengthening of the state's social protection system, and the understanding of the purpose of the project. This study confirms the trend of reorganizing advanced welfare countries since the 1990s, reorganizing the country's exit, payment, regulation, central-local relations, and strengthening the country's service division.
