平成26年度は①H25年度までに調査したシュプレー沿岸域における開発計画のその後の展開に関する調査,②新選定調査地である旧西ベルリン市ノイケルン地区における調査を行った.まず,ベルリン市はEU域におけるドイツの経済・政治的中枢化に伴い,リスクの低い投資先として注目され,特に住宅を含む土地価格が地域的に偏在性を示しつつも上昇傾向にある.メディアシュプレ－計画はこうした開発動向に先駆けて,河岸域の開発特性をメディア関連産業の集積誘致と特色付けることにより，地域の全体的な開発を期待したものであった.しかし実態としては,旧市有地等の売却促進であり,必ずしも市民が望む開発ではなかったことが大きな市民運動の発生と区投票の開催をもたらした.また,旧東西境界域に属する同地域では,統一前後より以下2点の要因からアーティスト・市民主導による文化・創造的利用が積極的になされていった.1点目は旧東西境界域であるために,歴史的建造物や産業・工業遺産群が未修復の状態で残存していた点,2点目は第二次大戦後すぐに旧東独領に位置したため地権の所在が不明確であった点である.こうした状況下において,1990年後半以降には一時的な土地利用形態としてテンポラリーユースが利用されていったが,こうした文化創造的な場所性は観光産業振興においても積極的役割が期待され，2014年には一部地域において同計画が見直されることとなった.一方,ベルリン市インナーシティ地区の構造再編は,旧西独地域へと及びつつあり,当該年度は中でもノイケルン地区北東部ロイター街区におけるアーティスト,小売店事業主（商業，サービス業）を対象に経営形態や開設年,立地選択理由等に関する聞取り調査を行った.その結果,ロイター街区の改善過程においてアーティストは,カフェ・バーなどの集積を誘発している点において地域改善を促しているということが明らかとなった.
