项目摘要

研究成果の具体的内容および意義は主に2点にまとめられる。①独立自営業者として中間階級に位置してきた理美容師が、労働者または小資本家へ分解しつつあることを現場の証言から裏付けた平成25年度は、先行して実施したパイロット・スタディの結果を参考に、10代から70代の自営業者・小資本家・労働者の理美容師約30名に労働・生活・技術習得についてインタヴュー調査をおこなった。従来、理美容業は個人事業主により営まれ中間階級に位置付けられてきたが、近年では新自由主義政策(規制緩和)の実施により市場競争が激化し、自営業者が衰退したと言われている。インタヴュー調査では「理美容業が家計の支持手段として成り立たなくなってきた」という自営業者の証言、「劣悪な労働条件におかれているが激しい市場競争のために独立開業もできない」という理美容業労働者の証言等が得られ、中間階級が分解している現状を裏付けることができた。②地方や零細企業の衰退―中間階級の分解―における政府の役割を検証理美容業の個人事業主が衰退した直接の原因は規制緩和(1996年の独占禁止法適用除外カルテル制度の廃止)によって市場競争が激化したことにあると考えられてきた。しかし、この経緯を文献および資料調査によって検証すると、国が少なくともその10年ほど前から入念に準備をすすめてきたことがわかった。地方分権改革の重要な争点であった「機関委任事務の廃止」において、理美容師は都道府県知事免許から国家資格へ変更されたが、この過程では資格にともなう収益や利権も地方から国へ移行した。新自由主義政策では政府の介入は最小限にとどまると一般的には考えられている。しかし調査からは、政府はむしろ大手資本が参入可能となる規制緩和に先行して制度変更をおこない、個人事業主および理美容業界から得られる利益をあらかじめ地方自治体から国へ移行していたことが明らかになった。
