项目摘要

本研究の目的は、戦後日本における教員採用制度の形成過程を実証的に明らかにすることである。終戦後の占領期を経て、1950年代に行われた教員採用行政のあり方が、現在まで続く教員採用の基盤を形成した。しかし同時期に関しては、全国的動向を把握できる公的資料に乏しいなどの制約から、これまで十分な実証研究が蓄積されてこなかった。そこで本研究は、公的資料以外（民間受験産業による刊行物や地方紙による報道など）にも資料範囲を拡大することで、1950年代の教員採用行政のあり方を多面的に明らかにすることを可能にした。2017年度は富山県・鹿児島県を対象とした事例研究に取り組んでいた。これらは『教育学研究』に査読付論文として（富山県）、所属研究科紀要に査読無論文として（鹿児島県）、それぞれ2018年度に公刊された。本年度は東京都・島根県・青森県・愛媛県を対象とした事例研究に取り組んだ。交付申請書の執筆時点では大阪府も対象とする予定だったが、使用できる資料に制約があったため計画を変更して取り組んだ。事例とした都県について、現地の県立図書館等で対象時期の教育委員会等による刊行物を収集するとともに、公文書開示請求により都県教育委員会会議録を入手した。並行して、国立国会図書館で地元紙の新聞記事を収集し、分析に使用した。東京都の事例研究は「日本教育社会学会第70回大会」で学会発表を行い、『教育社会学研究』に論文を投稿した。査読の結果掲載不可となったため、現在は論文を修正して再投稿の準備を進めている。島根県・青森県・愛媛県の事例研究は、2019年度の「日本教育社会学会第71回大会」で学会発表を行う予定である。その後、査読誌に論文を投稿する予定である。なお2017年度・2018年度の事例研究で得られた成果を取りまとめ、博士学位論文の執筆に取り組んでおり、2019年度中には博士学位取得が見込まれている。
