本研究の目的は、第一に米国統治下の沖縄で法的に強制送還等の対象となった「非琉球人＝外国人」に対する管理制度を実証的に解明することである。第二の目的は、非琉球人とされた人々の諸経験を記録することである。その際、当該期の沖縄を米国が新たに再編した植民地国家「琉球列島」とみて、非琉球人管制度を軍の利害と人口管理を結節させた法的主体の編成（特定の統治機構を支えに、多様なスケールで動く諸人口を複数の法主体に差配する制度）として分析した。2021年度の研究期間は、新型コロナの影響で2020年10月から採用期間を半年間休止したため2021年9月末日までであった。また本年度の主な課題は非琉球人管理制度史の実証に加え、琉球列島統治を米国の植民地支配史のなかに位置づけることであった。今年度も新型コロナ感染拡大によって調査研究が打撃を受け、本研究が最重視する米国での史料調査（米国国立公文書館等）が不可能となり、さらに研究拠点のある沖縄県を含めて日本国内機関（沖縄県公文書館、外務省外交史料館等）の調査も困難であった。また研究対象者が高齢であるためオンライン形式による取材も困難で、インタビューも断念せざるをえなかった。こうした状況下、これまでに収集した史料や新たにオンラインや図書館で取得した史料に基づき研究を実施した。具体的には、プエルトリコ等と比較しながら、米国の広域支配構造における琉球列島の位置づけを検証した。また非琉球人管理制度から関心を拡げ、琉球列島が市民／外国人の区別を再編しただけではなく、恩給などの受給等からその「市民」が帝国日本の法制上の「内地人」を継承したことにも注目した。そして琉球列島を日本本土とは「別の戦後日本」と再定位した。この議論は非琉球人との関係を通じて、沖縄現代史を再考するものであると確信する。これら研究成果の一部は、次項にある論文や学会報告において公表した。
