戦後日本の住宅政策の3本柱であるとともに、大都市圏の郊外の形成に寄与した公営住宅、公団住宅、住宅金融公庫に関する諸制度は、1990年代後半以降の一連の住宅政策改革のなかで大幅に見直された。行政から低所得層に直接供給される公営住宅に関しては、実質的な戸数削減が法的に可能になるとともに、戸数抑制が方針として打ち出された。また、入居世帯の所得制限は厳格化され、入居資格は、高齢者や障害者といった特定のカテゴリーをもつ世帯に限定されるようになった。戦後の公営住宅は、低所得層を中心としながらも、さまざまな世帯を広く対象とする住宅として位置づけられてきた。これに対して、現在の公営住宅は残余的な性格が強い。本研究は、公営住宅制度の変容が大都市圏の構造に与える影響を明らかにすることを目的にした。東京大都市圏を対象にした、公営住宅の住宅立地と住民特性の分析からは、十分な結果が得られなかった。そこで、1990年代後半現在まで続く大都市圏の構造変化である、人口の都心回帰のメカニズムの解明に課題を変更した。国勢調査調査票情報の独自集計およびアンケート調査の結果を用いて、東京都心への人口移動を分析した。その結果、都心の民間賃貸マンションや分譲マンションに転居する単身者が人口の都心回帰に量的に寄与していること、また、20歳代後半以降の未婚のホワイトカラー層として特徴づけられる彼らは、都心以外に居住する未婚者よりも所得階層が高く、かつての郊外化時代の都心居住の未婚者よりも年齢が高いことが明らかになった。ただし、世代に関わらず、未婚者の移動は既婚者のそれよりも自由なものである。日本社会の晩婚化とともに、個人の一生において比較的自由に移動できる期間が延長された。人口の都心回帰の背景には、大都市圏内のいずれの場所から都心に移動する潜在的可能性の高い層、すなわち晩婚・非婚者が大都市圏で増加したことがある。

For generations to come, unmarried people move, married people move, free people move. Japanese society is changing, and individuals are moving freely throughout their lives. The background of the population's return is that the potential for migration within the metropolitan area is high, and the number of married and unmarried people in the metropolitan area is increasing.
