项目摘要

2021年度はベトナム人（技能実習生、特定技能人材、帰国困難者）に焦点を当ててインタビューを行ったところ、2022年度はベトナムに渡航し、帰国した元技能実習生および送り出し機関に調査を行う計画を立てていた。コロナ禍が終息していないことを鑑み、ベトナムへの渡航を1年延期することとした。代わりに、2022年度は、2023年度に調査を予定していたベトナム人支援団体へのインタビュー調査を実施した。加えて、技能実習生雇用元企業（広島県呉市、静岡県浜松市）、入国後講習を行う団体、来日間もない技能実習生と、従来とは切り口を変えて、参与観察・インタビュー調査を行った。コロナ禍においても在日ベトナム人人口が増加している事実を踏まえ、その人口の内訳を統計、これまでの質的調査の結果から分析した。分析の結果、在留資格「特定活動」が、本人ならびに国が「その場しのぎ」をするのに大きく寄与しているのが判明した。コロナ禍がなければ「特定活動」が急増するのは考えにくい。コロナ禍がヒトの移動に加え、不動のパターンをも作り出していることが明らかとなった。なお、特定技能人材は着実に増加しているが、そのうち約7割以上は技能実習生からの移行である。技能実習生数が減少傾向にある中、特定技能人材も今後、伸び悩むことが予見される。研究成果は、学会発表（日本社会学会）、シンポジウム、書籍の分担執筆を通じて発信することができた。また、2023年度に確実にベトナムでの調査を実現するために、調査先の開拓、ロジスティックスの準備を2022年度中より開始した。
