本研究の目的は、これまで注目されてこなかった、独立宣言直後のモンゴル国による国際法の援用について、主に領土と関税をめぐる政策からこれを見直そうとするものである。研究期間の一年目にあたる今年度は、研究の基礎になる文献・史料の収集を行う予定であった。しかしながら、コロナ禍の影響により研究期間を延長していた他の科学研究費補助金の研究がずれ込み、またコロナ禍も完全には終息していなかったため、史料調査を十分に実施することがかなわなかった。それでも、11月にはモンゴル国において開催された、1912年に締結された露蒙協定の締結110周年を記念した国際会議に参加し、モンゴル語・ロシア語の既刊行史料を利用しながら、Re-examination of the Protocol Annexed to the Russo-Mongolian Agreement of 1912：Focusing on Negotiation Process and Subsequent Discussionと題する報告を行うことができた。本報告では、これまで協定本文のみが注目され、付属の議定書はほとんど等閑視されてきたことを指摘し、本議定書において免税とされたロシア人の交易とモンゴル国の領土問題を考察した。露蒙国境を越えて交易を行うロシア人が関税を免除され、蒙中国境を越える場合は課税対象となっていたことから、関税を徴収しないことによってモンゴル・中国間で係争地となっていた地域をモンゴル国の領土してモンゴル政府が主張しようとしていたことを明らかにした。本報告の内容は、次年度に会議の論文集として刊行される予定である。また、会議の期間前後には、モンゴル国において近年刊行された関連文献を収集することができた。
