東欧(とくにブルガリア)における行政法制と,アメリカ,日本の行政法制に関する様々な基本文献を収集,読破し,これらについて全般的に考察し比較した。これに加えて,日本については,財務省(関税局)や経済産業省(非関税障壁など)にインタビューを行い,他方で,アメリカで行われたグローバル化する行政法に関する国際シンポジウムに参加した。このシンポの次回会合には,Velikovが報告者としてエントリー済である。以上の作業を踏まえて,最終的に,標準化法という視点,及びグローバル化する行政規制という観点から,各国法制の個性と,グローバリゼーションの間の相克関係を取り上げることとなった。実際には,The transition of the Standardization Administration of the Republic of Bulgaria into non-government standardization body and the issue of standards as mandatory rulesという題目の論文を作成中であり,標準化というかつては国内行政法の典型であったものが,次第に,国際的な非政府機関に委ねられる様相についての法過程を分析している。この現象は,日本国内では,(1)法科大学院に対する文科省による規制ではなく,第三者評価機関による評価制度や,(2)建築確認の民間開放,などに似ているが,行政現象が非政府化していくことは,国際レベルでも進行中であることを指摘したものである。
