项目摘要

本研究は、教育政策の中でも教育の専門性を強く必要とする教員政策についてを中心として、教育政策と地方議会の関係の在り方について検討を進めるものである。研究グループの議論において、その中でも政令指定都市の議会に焦点を当てつつ、政令指定都市以外の地方自治体の議会と教育政策の関連も視野に入れつつ研究を継続している。政令指定都市議会については、教員政策の専門性がどのように地方議会において発揮されているのかを明らかにするため、地方議会において教員出身議員の動向に焦点を当てて、インタビュー調査、資料収集などを進め、教育政策と地方議会の関係について分析を行った。政令指定都市は日本において教員任用と公立小中学校の学校設置が一致する唯一の自治体単位であり、規模の大きさもあって多様な会派の構造も存在している。地方議会の中では必ずしも多数とはいえないものの、政令指定都市を分析対象の一つとして設定した。また、2022年度の活動の中で政令指定都市議会以外の自治体単位においても、地方議会がアウトリーチ活動を行いながら政治教育に携わっている事例に着手した。新型コロナウィルス感染症の拡大により必ずしも調査が順調だったわけではないが、2023年度以降の研究の方向性を定めるため、政令指定都市以外の地方自治体についても検討を進めていきたい。2022年度の成果については、一部を日本教育制度学会大会において報告した。研究成果の論文については現在公刊に向けて準備中である。

This study focuses on the relationship between education policy and local councils.
