Cognitive radio (CR) technology aims to increase spectrum utilization by exploiting unused and under-utilized spectrum in dynamically changing environment. In this research program, we will use the expertise and know-hows gained in radio resource management (RRM) areas to extensively research cognitive radio resource management (CRRM) and associated enabling technologies and to develop practical algorithms. Faster and accurate spectrum sensing and its impact on resource usage, fair and efficient spectrum sharing, allocation of radio resources and management, and radio access technology will be investigated. To provide higher data rates ubiquitously with robust quality in cognitive radio networks, spread spectrum and multicarrier transmission technologies will be combined in novel ways for the effective use by primary and secondary (cognitive) users in accessing the spectrum. The combined access technology mechanism would utilize narrowband subcarriers to provide multiuser access effectively while increasing the performance through frequency, time and multipath diversity in disperse wireless channels. Such a system would offer increased flexibility in CRRM but create complex technical challenges. The development of CRRM framework with associated technologies will be achieved by investigating cross layer interactions in adaptive subcarrier allocation, real-time rate adaptation and optimized power allocation while recognizing quality of service constraints. Cross-layer interactions will be optimized using Markovian models and analysis, matrix and decision theories, and non-linear optimization techniques. This research program will help Canada's communication and information technology industry to continue to lead, and in particular benefit wireless service providers and vendors to support better and diverse high quality services and product offerings while increasing wireless system capacity.
