Monitoring and controlling activity in complex systems such as radar systems for tracking maritime vessels and air traffic provides important safety and security functions. However, birds, helicopters, Uninhabited Aerial Systems (UASs) and other airborne and maritime objects can create significant safety hazards for vehicles in these environments. Designers of decision support systems for human operators in these environments are increasingly faced with the problem of tracking and processing these non-primary objects. Typically these objects have been viewed as clutter and, to avoid ambiguity and distractions for the human operator, have been removed from the data displayed on radar screens. However, the increasing complexity of these environments means that detection and presentation of these non-primary objects to operators is an important opportunity to increase the safety, security and reliability of the air traffic and maritime command and control systems.
