Live line maintenance, i.e. performing maintenance while power transmission lines are energized, is an efficient, economical method to ensure the reliability of electric power systems. However, live line work in Manitoba was suspended for 10 years as a result of two accidents at Manitoba Hydro, and it still has not resumed at the required capacity. In this work, an investigation into the effects of the factors associated with live line work on Direct Current (DC) transmission lines will be carried out and how the DC characteristics affect the performance of the tools used by live line workers in industry. There is suspicion that the characteristics of DC voltage may result in more hazardous working conditions than those experienced when working on the more common Alternating Current (AC). Presently, industry standards for providing worker safety do not consider the unique characteristics associated with working on DC, and are based on AC test results. The results of this research will help to ensure the safety of workers during live line maintenance on DC transmission lines so that live line work can continue to be carried out, thereby guaranteeing the economic benefits associated with this practice. Further, the ability to perform live line maintenance will help utilities, such as Manitoba Hydro, the industrial partner of this project, to avoid revenue losses due to planned outages as well as the performance of preventative maintenance.
