The principle of the parental partnership in the guidance of the schooling for the handicapped children.

摘要本研究的目的在于分析父母伙伴关系在指导残障儿童就学中的原则。首先考察了美国《全民残疾儿童教育法》中关于父母合伙原则指导残疾儿童就学的规定。第二，我分析了《沃诺克报告》、《1981年教育法》、《1993年教育法》、《1996年教育法》和《2001年特殊教育需要和残疾人法》。并对家长申诉案例进行了分析。从这项研究中可以看出，父母伙伴关系的规定是不够的，应该作出制度上的修改。

The purpose of this study was to analyze the principle of the parental partnership in the guidance of the schooling for the handicapped children.Firstly I investigated the provision of the Education for all Handicapped Children Act in USA concerning the principle of the parental partnership in the guidance of tne schooling for the handicapped children. Second ally I analyzed the Warnock Report, Education Act 1981, Education Act 1993, Education Act 1996, and The Special Educational Needs and Disability Act 2001. And Ianalyzed the cases of appealing by parents.From this study it was suggested that the provision of the parental partnership is insufficient and institutional modifications should be made.
