Signalized intersections represent the capacity bottlenecks of arterial roadways in urban areas. Within increasing levels of urban congestion and fiscal constraints, there is a need to maximize the use of the existing capacity in the most cost-effective manner. Periodic re-timing of signals along arterial corridors has been shown to provide significant benefits. Re-timing studies require the collection of a set of "before" data and "after" data to assess the effectiveness of the proposed signal timings. The current approach to collecting these data is to record travel times by driving a dedicated vehicle equipped with a GPS data logger along the corridor a number of times. This approach is costly and leads to a small number of travel times along the corridor.
