La gestion de l'eau au Canada étant majoritairement publique, elle a un impact direct sur la santé des citoyens et l'utilisation de leurs taxes. Les gestionnaires d'eau potable font face à de nombreux défis considérant les infrastructures vieillissantes, les règlements de plus en plus sévères pour encadrer les contaminants existants ou émergents (plomb, microplastiques, légionelles), et la pression causée sur les systèmes d'eau par les changements climatiques, les changements d'utilisation du territoire et les menaces environnantes (eaux usées, hydrocarbures). Dans un contexte de développement durable, les investissements pour renforcer les infrastructures d'eau et protéger la santé des Canadiens face à ces défis doivent être effectués stratégiquement en considérant la réduction de leur empreinte environnementale. Cette proposition vise à répondre à ces défis qui s'expriment de la source jusqu'au robinet en étudiant l'impact de solutions technologiques conçues pour réduire l'empreinte écologique du traitement et de la distribution de l'eau sur la qualité de l'eau distribuée. Des études se pencheront aussi sur l'utilisation d'outils de suivi et de solutions de traitement innovants et intelligents pour protéger le consommateur et renforcer la capacité des infrastructures à faire face aux changements réglementaires et menaces liées aux changements globaux de nature sociétale ou liés au climat. Les changements de qualité des sources d'eau anticipés par ces changements globaux, et leurs impacts sur les procédés de traitement et la qualité de l'eau distribuée seront étudiés en vue de proposer des solutions d'adaptation à long terme. Finalement, ils fourniront des données probantes aux organismes réglementaires pour ajuster leur cadre législatif.#(cr)#(lf)Water management in Canada is predominantly publicly funded and it has a direct impact on the health of Canadians. Drinking water managers face numerous challenges with regards to aging infrastructure, new stricter regulations for existing or emerging contaminants (lead, microplastics, Legionella) and pressures resulting from climate, land use change and water quality threats (wastewater discharges, hydrocarbons). In a context of sustainable development, strategic investments are needed to maintain and improve water infrastructure for the protection of public health while considering their ecological footprint. This proposal aims to respond to these challenges from a source-to-tap perspective by studying the impact of technological solutions to reduce the ecological impact of water treatment and distribution on the quality of distributed water. Studies will investigate the use of novel and smart monitoring tools and innovative and smart solutions to reinforce the capacity of water infrastructure to withstand the pressures of regulatory change and rising threats from global change to protect water consumers. The anticipated changes to water quality as a result of global change and their impacts on treatment processes and the quality of distributed water will be studied to propose solutions for long term adaptation. The program was developed and will be conducted in collaboration with municipal and industrial partners. Results will be used for decision support for i) identifying priorities for infrastructure renewal, ii) permitting a strategic positioning on the market, and/or iii) modifying practices to ensure excellent water quality for citizens. Finally, results will be used by regulatory bodies to improve regulations and practice.
