项目摘要

社会的ジレンマ（SD）を解決するために罰権力の集中が提案されてきたが、本研究は権力者（支配者）と被支配者の相互作用に着目して、「支配-被支配という階層構造の中で、権力の暴走を制御し、集団協力が達成される条件は何か」を明らかにする。当該年度は、計画２）権力者への支援はどのようにして起こり、安定的な協力が維持されるのか、を集団実験により検討した。具体的には、以下の２つの研究を行った。一つ目は、統治の構造を単純にモデル化して実験を行うことにより、権力者が私欲に走り専制に至るか、集団成員のために善政を敷くかを分ける条件を探り、成員がどのような権力者に従うかを検討した。予備実験の結果、成員が集団から離脱しにくい（離脱コストが高い）と権力者は専制に走る（成員のために資源を使用せず、罰や自己利益を増やすことに資源を使用する）傾向が高まることがわかった。今後は、本実験を行い、発表や論文投稿につなげていく。もう一つは、権力者への支援と権力者からの罰に特化した実験を考案し、支援が維持される条件を探った。具体的には、成員側に反撃能力があるか否かを操作した。何回かの予備実験の結果、安定した傾向が認められず、実験デザインに問題がある可能性が浮き彫りになり、今後再検討していく必要がある。さらに、「権力の暴走」という本研究のテーマに関連して、国際情勢も鑑みて、「武力保持の規定因」に関する研究に新たに着手した。具体的には、お互いに相手に攻撃するか否かを決定する「先制攻撃ゲーム」について、そもそも攻撃能力（武力）を持つか否かの決定を加えた「保持/不保持選択付き先制攻撃ゲーム」を着想し、実験を行った。その結果、「相手が武力を保持する可能性が高いと見積もっているほど、保持の決定をしやすい」という武力均衡を求める傾向があることが見出された。この結果は、国内学会で発表し、現在投稿準備中である。
