项目摘要

本研究では、「農福連携」の取組実態を調査し、障害者の労働の質を向上させるための条件と、障害者雇用によってもたらされる営農現場への影響を明らかにすることを目的とする。研究計画は、（１）文献調査と現地調査による「予備調査」と、（２）予備調査の結果によって得られた分析枠組みの知見を用いて実施する「事例分析」で構成される。これまでの調査結果から、農業分野における障害者の作業環境整備の具体的な取組として、ユニバーサルデザイン化とGAP（農業生産工程管理）が有効であることが明らかとなっている。ユニバーサルデザイン化やGAPは、営農における作業工程の細分化に寄与し、作業の切出しや分業化は、障害者の業務分担の拡大、作業体制の改善、農業経営者の栽培作業時間の減少等の波及的効果をもたらすことが期待されている。2022年度は、昨年実施した、就労継続支援事業所（就労系障害福祉サービス）への追加調査を基に、営農（園芸経営）における業務分担の実態と課題の詳細を把握し、知的障害者の農業分野における一般就労の課題を整理した。農業分野における障害者の作業実態として、個人の知的能力、疾患、自閉的特徴による違いがあると考えられ、これらを考慮した事例分析を行うための作業分析も必要であることが明らかとなった。調査結果の一部は、農福連携関連セミナー等において話題提供するとともに、啓発普及のための事例集作成等に協力し公表する機会を得た。また、障害者の作業実態を把握するための作業分析を行い、学会やシンポジウムにおいて口頭報告を行った。

This study aims to investigate the organizational status of "agriculture-welfare linkage", improve the quality of the victim's employment, and clarify the impact of the victim's employment on the agricultural site. The research plan consists of: (1) preliminary investigation for literature survey and field survey; and (2) case analysis for the results of preliminary investigation. The results of this investigation show that the specific selection and organization of the working environment of the agricultural division, the improvement of the agricultural production engineering and the GAP (agricultural production engineering management) have been achieved. The results of the impact of the transformation of agricultural production into GAP, the division of agricultural production engineering, the division of production, the expansion of business sharing among farmers, the improvement of production systems, and the reduction of cultivation time among agricultural operators are expected. In fiscal 2022, we conducted additional investigations on the basic and operational issues of the agricultural support business (on the basis of system damage and well-being services), and conducted detailed research on the agricultural division of the agricultural sector to understand the obstacles. Agricultural division, the work of the victim, the ability of the individual to know, the characteristics of the individual, the case analysis, the work analysis, the necessity of the individual. Part of the survey results include the opportunity to provide information on topics related to agriculture and welfare, and the opportunity to create case sets for popularization.
