项目摘要

今年度は日本において市場規模の拡大してきたふるさと納税に関して、更なる制度改善に向けての示唆を導出するために、昨年から同制度が韓国でも導入されたことを受けて、日韓での制度設計の比較検討、およびそれを受けての日本の制度に関しての最適設計についてのリサーチや各方面へのヒアリング調査を行なった。具体的には韓国大使館、韓国のゴチャン郡、そして大韓民国市道知事協議会との意見交換などを実施した。それらから、韓国では、日本における本制度の改善の変遷を受けて、ふるさと納税における寄附性をより高めた設計になっていること、一方、地方創生、地域活性化のニーズは、日本以上に必要度が高いことから、本制度に対しての期待度が特に地方において大きいことが明らかとなった。特に返礼品の扱い、また寄附可能上限金額の設定など、日本において議論を巻き起こした主な論点について丁寧な対応をした上で韓国では制度設計がなされていることがわかった。そのような制度上の違いが、韓国における本制度の拡大と浸透にどの程度の影響を及ぼすのかを今後分析していくことで、ひるがえって、日本の制度に対しての政策示唆を導出していくこととしたい。なお、ふるさと納税とクラウドファンディングを通じた地域活性化に関して取りまとめた研究成果の著書である「地域経営のための『新』ファイナンス」の韓国語訳書籍を出版することができた。これにより、韓国でのソーシャルファイナンスの実践にも研究上および実務上の両面での蓄積と政策示唆を提供することに貢献できたと思われる。
