项目摘要

私はサブサハラ・アフリカ諸国における国家の能力(state capacity)の向上要因について、主に行政機関の効率性や有効性に注目しつつ、政治学およびアフリカ政治研究の知見に照らして研究してきた。年度当初は対象地域である南部アフリカ諸国に滞在し、資料収集などを行いつつ、研究成果を論文などの形で公表する計画であった。しかし2020年からの新型コロナウイルス感染症の感染拡大により、渡航は不可能になった。事業を繰り越し2021年度も継続したものの、研究期間内に海外渡航はできなかった。しかし、私はコロナ禍でも調査方法等の変更によりできる限り研究を継続する努力をした。当初の旅費相当額を書籍・報告書などの資料購入に充て、またインターネット上で入手可能な情報を可能な限り集めた。これらの情報に基づき、2020年度から2021年度にかけ、南アフリカ共和国の国家機構に関する分析を中心に研究成果の発表に成功した。2020年度には査読論文2本、書籍の分担執筆2章分を発表した。また、事業継続をした2021年度には査読付き論文1本、書評1本、および日本アフリカ協会での懸賞論文の佳作受賞という成果を得た。これらの研究成果は、いずれも南部アフリカ諸国の最近の情勢解説としての側面を含みつつも、中長期的な歴史や各国の行政・政治機構に関する整理と分析であり、学術的な貢献はもちろん、実務への示唆にも富むものであると自負している。コロナ禍という困難により研究計画の大幅な変更を余儀なくされたものの、この未曾有の困難の中で工夫し、当初の目標に十分に合致する研究成果を発表できたと考えている。
