项目摘要

本研究は、アメリカにおける初等中等教育の実質的基礎単位である学区（district）に着目し、システム・アプローチの視座から「持続的な学校改善」を実現させる諸要件を明らかにすることを目的とする。昨年度までの成果に基づき本年度は、校長指導職（Principal Supervisor：PS）の配置と資格要件等の制度的側面について、先行研究および各種のウェブ情報を基に整理を行った。当初は現地への渡航を予定していたが、渡航制限が継続されたために、現地調査を実施することができなかった。今年度の検討で得られた主要な知見は以下のとおりである。（１）各州の免許・資格に関する法規について整理・分析を行った。PSの任用や配置に関する州教育省の関与について検討する中で、任用のための基礎要件とともに、連邦教育法（ESSA）の活用計画について各州間に違いがあることを明らかにした。（２）PSの現代的役割は校長に対するコーチング、データに基づいた校長評価とその結果を踏まえた支援にある。これらの実践を支えるPSの力量形成機会として、州教育省が主体となった支援体制、大学が提供する養成や研修のプログラム、専門職団体によるプログラムなど、複数の機会が整備されていることが分かった。各プログラムの内容面における相違を明らかにすることが次年度の課題となる。（３）パンデミック以降、教員のみならず校長の職務ストレスの高さとそれを理由とした離職が課題となっている。その解決策としてPSが重要な役割を果たしうるという研究的および実践的動向を確認した。

This study aims to clarify the requirements for the implementation of "sustainable school improvement" in the basic unit of elementary and secondary education quality in the district. This year, we will conduct research and organize the basic information on the allocation and qualification requirements of the Principal Supervisor (PS). In the first place, the navigation system was established, and the navigation system was established.
