2018年度は、南米チリにおける高等教育の無償化政策の政策形成過程を3つの段階に分けた上で、各段階への学生運動の影響について資料・データ収集、分析、学会・論文発表を行った。第一の過程であるアジェンダ化に関しては、無償化のアイディアとそれに付随する言説がいかなる形で形成、継承されてきたのか、なぜ特定のアイディアが選択されるのかという問いについて質的分析を行った。従来収集していた組織資料や新聞記事に加えて、2019年3月にチリで現地調査を実施し、学生運動の元リーダーへのインタビュー調査と学生組織アーカイブでの資料収集を通じて十分な情報を得ることができた。分析結果については、2019年5月LASA大会で発表予定である。なぜ2011年に無償化案はアジェンダ化したのかというアジェンダ化のタイミングと学生運動の関係に関しては、前年度に行った学会発表をもとに、2018年12月に論文発表を行った。第二の過程である具体的な政策内容の議論に関しては、前年度から引き続き新聞記事、政府文書、運動組織資料、動画資料などの資料を収集し、学生運動組織、政治アクター、専門家などの各アクターが無償化案のどこを重要な論点としていたのか、その論点をいかに提示していたのかという問いについて分析を行った。さらに2019年3月に実施したインタビュー調査を通じて、政府案のどこを問題とし何を実現させるべきだと学生運動組織が考えていたのか、その認識を確認した。第三の過程である法制化に関しては、データ・資料収集を行い、分析を開始した。主に、チリ国会図書館Webページにある法案制定の過程についてまとめた資料や下院教育委員会Webページ記載の議事録を収集した。それらの資料に基づいて、学生運動出身の国家議員の存在や、議会への学生運動リーダーの招集が、法制化の過程における無償化案の内容の変化にいかなる影響を持つのか分析を開始した。
